You can use Photoshop CC without using the cloud storage. I have an active Photoshop CC & Photoshop Lightroom license and I store all my pics on my local drives only.
With generative fill I ran into the same issue as Damian, when there's nudity in the picture it doesn't work and PS claims a violation of their terms and conditions. I still need to try a possible workaround by adding a layer with clothing that can be removed afterwards. However, I'm not sure that this will fool the AI algorithm.

I get around the problem by copying the nudity to new layers that are then switched off, meanwhile the images in the background have to be covered, I use automatic background fill, not the generative fill, and then I can the Generative fill, works just fine.
