George Eliot stated that "cruelty, like every other vice, requires no motive outside itself; it only requires opportunity."
Lets see here, we have: a marginalised population in captivity that nobody expects to see again, a workforce that's been desensitised to the suffering of others through constant exposure to it and a facility that's been designed to contain and monetize the destruction of the target population. It doesn't have to be encouraged it'll happen spontaneously. But it is encouraged for practical reasons, there's only 1 staff member for 10 inmates so beratements and beatings are the main mechanism of control. People are like horses, you have to break them, show them who's the boss.
So ya, we got that covered.

For most people being forced to stand with their arms out to the side for any real time is torture, but at Block 10 the inmates soon realize that is what passes as the "at ease" position around here even if they're standing on a spiked board. If their told to put their arms down they know it's about to get worse for them.
Like wise the girls in Medical research would say they were tortured. But at Block 10 it's the motivation that determines if it's torture. When Dr. Bathory safety pinned a cigarette to Eve's breast so that the heater would burn down under her nipple, it wasn't part of the experiment, she did it because she was bored, that's not torture, that's just goofing off at work.
The green dungeon, now that's torture those consigned to the dungeon have been sentenced to death with extreme prejudice, by torture over 48 to 72 hours, this is punishment torture, Amber refused to pledge allegiance to the Reich and so, it's the dungeon. The green dungeon also checks the "intimidating third parties" Box as the skylights in the dungeon carry the screaming from the dungeon to the new girls standing with their arms out in the yard, as the dungeon is under the yard. They know it could be much worse for them.
Gestapo interrogation for information or extracting a confession: for information, any body who might have insight in to the sentiment of others is worth looking at, thus the teachers would be interrogated/tortured. They might know something and not even know it. But in the throes of desperate self preservation they might give up a suspicion or even a hunch, condemning someone else to a similar fate. ,
Confessions aren't really necessary in this universe, no one is ever acquitted. But a confession does neaten up the dossier and then you can check a box on it's cover...neat

Amber was the first new victim tortured at Block 10 this day, she had refused to pledge allegiance to the Reich when promoted to, so SS sergeant Chantel is giving her one last chance to avoid a most horrible of fates, the electricity coursing through her nipples was the most extreme sustained pain she had ever experienced, she let out a scream, emptied her bladder and bit down hard to stifle any further audible response
Amber was some what relieved when a timer went "Ding" and SS sergeant Chantel announced time was up and she would now go wait for her fate in the Dungeon
It took only seconds of contact with her insoles to get Amber thrashing about, trying to dislodge the cigarettes from the tender uncallused skin of her archs but the rubber bands on her feet would keep them in place while they burnt down.
Amber wondered how she was going to pledge with a gag in her mouth, when she could take it no more.
