It could actually be slowly implemented.

1. Establish Department of Family Values to encourage a healthy society. Goals are to minimize unwed pregnancies by regulating financial responsibility laws, marriages and divorces.

2. Legalize polygamy in the name Liberty and to minimize the number of unwed women.

3. Fathers of unwed pregnant girls given the choice of child support or marriage. The girl given the choice of consenting to marriage or becoming a ward of the state with a work farm job to pay for her upkeep.

4. Divorce freely allowed for men provided they find a suitable husband to support the wife and children. Women may divorce only if they prove abuse that may cause permanent physical or psychological damage verified by a state approved physician and psychologist.

5. Repeal marital rape laws.

6. Legalize corporal punishment of wives.

7. Require the nearest male relative of unwed females to be financially responsible for her until he finds a potential husband. If the girl refuses the marriage she becomes a ward of the state on a work farm.

BINGO! You got all women effectively enslaved without legalizing slavery.

Like I said it would have to be a gradual process with lots of "feel good" spin on the benefits to society.

#2 is simply not going to work. Men may fantasize about polygamy, but in reality the math doesn’t work out. You’re going to have a lot of frustrated men who can’t get wives, which will contribute to societal collapse. Even with a 1:1 ratio, women are naturally hypergamous, meaning they would instinctually rather share an alpha male with other women than have a beta male all to themselves. Monogamy was invented by men to keep this dangerous tendency of women in check, and to ensure that men would cooperate with each other to build and protect a working civilization. The only possible solution in which polygamy could exist would be to somehow manipulate births (mandatory in-vitro perhaps?) so that a lot more females are born than males. As a wise man once said, the battle of the sexes is the only battle which is won by having the other side outnumber you.
