I am of mixed opinion about it. It gives off a vibe more of consensual BDSM play (albeit quite rough) rather than serious torture. It would be agonisingly painful - possibly even more do for a man than for a woman - I imagine most of us on here prefer to see a female on the horse.

Interestingly though, the first time I came across anything like this (a long time ago now) it was a male victim.
This was around 1979 and it was a legitimate news article in a British newspaper (still in circulation) - it was a report from a conflict zone with an accompanying, rather grainy, black and white photo.
It was a short item showing a male captive who was being either interrogated/punished - he was hooded and had been stripped and made to sit straddling a steel bar with his arms locked behind his back - the bar was tubular steel a bit like a scaffold tube.
The reporter described the scene - I don't remember all of it but remember some of the wording "hooded and naked beneath the hot sun" - "forced to endure a terrible ordeal" - "made to sit straddling a steel bar which cuts agonisingly into his groin"
