The original picana electrica, used by the Argentines for torture of actual political prisoners on the parilla (metal bed frame), was made from the chassis of a black and white television set. Delivers about 12,000 volts at 1 milliamp, which is excruciatingly painful but also a safe current level for a healthy person applied almost anywhere so they didn't have that annoying problem the Chileans had of accidentally killing their subjects before they were done with them. Today you could also probably use the circuit board from a plasma ball which has about the same specification, as well as audio "animation."
