There needs to be some kind of attendants in the desert! I live in the desert, and it takes two gallons of water a day to keep a person alive in the desert! Otherwise, both of them will expire before the sun goes down.

Well watered victims will last a lot longer. Since we enjoy watching them suffer, prolonging their agony makes sense, which is how I'll interpret his motive.
I'm curious however about the volume of water cited, Would those be real gallons (imp.) or the the smaller US customary units?
