A car battery used like that will not shock you. It's 12 V... not even enough to overcome the electrical resistance of human skin!
Also, the sound effect is silly... A car battery produces DC, but it sounds like AC when he shocks her!

You're right, it's something that makes me chuckle in disbelief when I see scenes like that.
Although you can make impressive sparks with a 12V car battery you can't electro torture a human body with it strait off the 2 poles. You would need a DC/DC converter to raise the voltage.
There are numerous video's, even main stream, where they use a car battery to electro torture someone, clearly fake

Here’s a cool little scene I found on YouTube. Looks like it might be from a Filipino show. A good looking lady named Venus has been captured and rigged up to an automated torture system that gives her a big juicy shock every few seconds. She gets electrocuted like a hundred times while the (thankfully) very slow hero takes his sweet time rescuing her. Not bad for a mainstream scene.
