No, it doesn't work like that. No one cares about the taxpayers' money. Union will not accept it, one bit. They will find unnecessary positions for the redundant staff. Some will grease those hoses that lift the tits of the prisoners into their boxes, some will remove rust from the stainless steel bars used while some others will makes social studies about the ills of box incarceration.

No one will vote for a warden that trims down the fat in public expenses.

You're right, I was being overly optimistic about concern for government spending. Your insight into the bureaucratic mindset is quite on target in today's world. :(
