The place to work this out is in the contracts with the subs and the dommes. Put in the sub contract that the domme is entitled to 5 "mistaken" strokes in the course of a game, strokes that go somewhere other than what the care or the game rules say. See if they will agree to it. See if they will agree to it if you pay them more.
Then put in the domme contracts that if they do more than five, or (if the sub contract hasn't been changed) if they do any, they have to finish the game naked, or they get five strokes of their own, or both, or something like that. See if they will agree to that.
With agreement in the contracts, you have consent, Without it, you don't.

I don't like intentional mistakes. I always cheer on the sub who is undergoing such a ghastly beating in an effort to win Pedro's money. I would like to see them win every time, or else stop early with money in hand as in WOP. The second dom could administer a few retaliation/punishment strokes for willful mistakes. If not available, then the moderator could do so, a rather hilarious thought. Good luck subs!

I fear that the threat of harsh punishment will make Dominas sadly wise, or worse, turn them off from the games.
So, I approve of progressive punishments, starting with being fully naked. It is so beautiful:
