On Monday June 23, Fifty-two year old Sheila Covington was summoned to go before The Women's Disciplinary Comity for failing to pay her community dues. She was given three notices to pay the total of $500.00, and failed to pay on all three occasions. The comity gave her the option to pay immediately, but Sheila was not able to; she simply did not have the money to spare. Sheila was told since she couldn't pay at that time, the amount of her bill would be taken out of the skin on her buttocks with the cane.

The Women's Disciplinary Comity sentenced her to receive 50 strokes of the cane once a month over the next 10 until all $500.00 was “payed in full”. Once a month, on the first, one of the five women of the disciplinary comity shows up to the home of Sheila Covington, has her strip naked, restrains her by the wrists and ankles, and administers 50 strokes of the cane to her buttocks.
