I believe the ZFX crew experimented with different whip materials and how they looked on camera, and settled on those whips. These whips were of lighter construction, but had enough density that allowed close to full force swings. And these physical "full force" swings are what made ZFX films some of the best visuals for whipping.
But they also lacked the impact sound of "real" whips, that's why ZFX dubbed in the same sounds time after time, making for a somewhat boring aural experience. But hey, ZFX was about the fantasy, right?

Here are some very short examples of what I feel are real whip impacts, from Cruel World: first Cry, with the cat, then Cate with the singletail.
The singletail, especially, makes a very satisfying “thwock” as it hits Cates skin.
Now, to me, if you could combine ZFX’ physicality (actors swinging the whip) with the Cruel World sounds.
Though Alex does a decent job...
Oh hell yes!
