Agree, and it is adjustable, so it was made with the idea of shaping/bending something? Plus the "wedges" are there so whatever's being shaped/formed retains an arc?

That's my thought too. to form something into an arc by stretching from flat to a raised arc, or to form different size arcs in between. I don't think it was for metal forming, but rather fabric like canvas, or as you said perhaps leather.
