Yeah, she’s from GotCuffs.com, but I can’t find anything more about her. Here’s a higher resolution pic of the same image - and one from behind. Actually, they are called "rigid" or "(high) security" cuffs, sometimes also "hinged". These are the most uncomfortable and restrictive cuffs and leave very little room for movement to the restrained person, especially when the arms are cuffed in the back (as it should preferably be). Used by the police to stop the most dangerous criminals they are of course also perfectly well suited for rebellious recalcitrant females.
