That's my thought too. to form something into an arc by stretching from flat to a raised arc, or to form different size arcs in between. And the small size of the boat wheel suggests mild to medium pressure applied, perhaps in stages. if pressure was applied via the "wedges" at all.

Agree, and it is adjustable, so it was made with the idea of shaping/bending something?
