I don't know if these mouth bits fits the gag category, or maybe "special purpose gags" ?
They are mainly used for pony(girl) training/leading, an essential part of any ponygirl outfit.
They won't stop noise but don't allow the ponies to speak (a ponygirl shouldn't anyway), thus in some way they have a gag function too , and should be quite humiliating to wear for the (pony)girls.
And last but not least, they are very pleasant to look at.
