Yeah! We can appreciate it only in this better version, and that was not clearly in the old, low-quality one (it seemed that the breasts were behind a glass, and I was really puzzled why)...

It's a movie from the site "Inquisitionlive": it is, or was, a German site active several years ago, offering many movies about inquisition and torture, but I ignore if they are still active or not...
Honestly, all of their films were disappointing, because reciting fake torture...

Yes they were very disappointing. Very few, if any, really good scenes. They made little or no attempt to even appear as a real torture. It was like "we'll strip her and tie her to something, but you'll have to use your imagination for the rest". The may have had a following, but I wasn't one of them.

Maybe it's from a Spanish series "Aguila Roja" (Red Eagle), aired in 9 seasons few years ago.
This scene seems to be that from S03E09 or chapter 35.
