This is from an excellent modern, realistic spy series called "The Bureau" ("Le Bureau des Légendes" in French). The whipped girl is a completely innocent Iranian woman who was whipped by the Mollahs to punish her boyfriend, the almost untouchable son of a powerful man.

The girl sitting cross-legged behind attending to her wounds is a spy but for now she has not been discovered.

I'm the one who discovered, and shared, this scene several months ago, and I may confirm that we can see only this aftermath, no whipping shown.
Anyway I scanned (not watched) only the first three seasons, but they were five, and I don't know (because the site that offered this French TV serie is empty now) if in the fourth or fifth season there is something interesting, but I dubt about.
