Dolcett sequence in movie

I remember this movie. I think it had three different sequences. One sequence had people on a conveyor belt being beheaded by a worker using something that looks like a big paper cutter. I think they were being killed for food. There were man and women. The break whistle sounds and the worker takes a break. The blade was resting on the throat of the next victim. He was tapped gagged and murphing about the blade. The worker comes back after a while and lifts the blade off. Then the end of break whistle sounds and the worker beheads the guy.
