They originated in the 1920's as violet ray. They are now produced as violet wands. You can find them all over the internet. From simple one wand, to complete kits.

I just realized you were referring to the cuffs. I found the pic online. I believe it is Photo-shopped. It would be possible to machine a series of holes in the ratchet side, if the arm is wide enough. You would have to start at the ratchet, but coming out, it would come out anywhere in the track. I could machine one, if you found the right cuffs.
