The story begins with a young boy running through the woods until he comes to a small shack of a house. He waits out on the porch as he hears two older men arguing about something inside. Then there is a flash of a girl running through the woods and it cuts to eleven years later. Now we are focused on Stewart Cummings (Jake Suffian). He is an ATF agent who is struggling to make ends meet with a girlfriend who is very sick and requires constant medication to function. Stewart is working out of an office in the backwoods and is in charge of locating and closing down old moonshine stills.

Thanks to his girlfriend’s condition he feels forced to be on the take and look the other way on certain stills in the area. We then switch gears again to see the young boy, Travis Tuckton (Elliot V. Kotek), from earlier as a young man just being released from prison. He finds his way back to the shack and is greeted by his “grandpap” (Dick Mullaney). Travis find out the old man has lost his legs to a disease and is now in a chair. The old man starts going on about how Travis can help him through these troubled times with a little excitement. He then talks about what they need is a “header”. Travis remembers hearing his father and grandpap speak of this when he was younger, but was too young to know what it meant. The old man thinks Travis is now old enough to know and fills him in on the details. Travis begins taking young girls from the area to accomplish this task. Meanwhile, Stewart gets wrapped up in being on the take with a drug deal so he can increase his “off the books” money. Stewart then comes across the bodies of the young girls that Travis has snagged, used, and dumped. The two stories begin to come together for an interesting conclusion.

Ok, here's the spoiler... so don't read unless you want to know what a "Header" is... and why, although several girls get tied spreadeagle to a table and stripped topless, these is no payoff here.

When I see a movie like this I think to myself, "where the fuck to people come up with this stuff?" I mean, can't we have a good 'ol torture and rape killer? Jeezus! Ok, here it is... once the girl is secured to the table, the old guy gets out a drill with a 3" routing bit on it and hands it to his grandson. The guy then proceeds to drill a hole in the girl's HEAD and remove that piece of her skull. He takes a knife and cuts a small hole in her exposed brain and then begins to... well... you get the picture. There are few movies that can make me sit there with my mouth agape, going "WTF??", but that was one of them.
